Attempting access beyond this point without necessary clearance is grounds for termination of Foundation employment and cancellation of all educational, medical, retirement, and mortality benefits. In the event of unauthorized access, this console will become inoperable. Security personnel will be dispatched to arrest you and escort you to a detention cell for interrogation. Attempting to access this file from any computer not connected to the Foundation Intranet will result in immediate termination regardless of clearance.
Foundation Rules and Regulations (RaRs) are rules pertaining to the operation of foundation facilities, as well as establish the chain of command.
They are as follows:
D-Block
1. A minimum of 2 personnel are required to enter D-Block.
2. Sergeants or equivalent and above may freely bear their firearm in D-Block. Lieutenants or equivalent and above may permit security to bear firearms.
3. D-Class are assets to the Foundation, as such, they are to NOT be terminated unless the following are true:
-They are posing an active threat to Foundation Personnel
-They are exhibiting anomalous properties and are too dangerous to be contained OR research has ordered them terminated to contain the properties (Usually pertaining to SCP-294 tests.)
-There has been an info breach that far exceeds the capabilities of on-area amnestics
-Their 3 month contract has run out and their scheduled termination is deemed acceptable
4. D-Class in possession of an SCP are considered a threat, and may be terminated
5. D-Class are to be provided meals daily, however this does not mean they may request a specific food.
6. Upon having D-Class leave a restricted area after its respective D-Block Code is finished, D-Class are to be searched for contraband.
7. Injured D-Class MUST be taken to the LCZ Medbay for immediate treatment. If they are deemed too injured to continue duties, they are to be immediately used in dangerous testing, used in feeding of SCPs, or if nothing is available, simply terminated.
8. Should a D-Class have restricted information or been used in an SCP related procedure, they are to be amnesticized using Class-A Amnestics.
Armories
1. General Security may freely use the LCZ Armory to replenish ammunition, replace damaged armor, or obtain containment gear. Lieutenants or equivalent and above may permit access to allow the taking of firearms.
-The only exception to this is if the facility is under threat and standard equipment is not proving effective
2. The TRT armory is only open to TRT personnel. It follows the same rules as the standard GenSec armory in LCZ.
3. Under EXTREME circumstances will TRT armory be opened to all personnel. This includes but is not limited to:
-Rapidly devolving Code Reds
-Security being unable to combat a GOI effectively
-An unknown anomaly proves incapable of being contained and MUST be terminated
4. Any and all equipment on area is available to any and all MTF.
5. All equipment taken from armory is Foundation Issued Equipment. It MUST be returned before the end of your shift, unless your respective branch leader approves it to be part of your standard equipment.
6. The unauthorized use or transfer of Foundation Issued Equipment can result in detainment and punishment according to the severity of the action.
Checkpoints
1. All personnel EXCLUDING Intelligence Services must provide ID to pass a checkpoint.
-The only exception to this would be if it is an emergency such as personnel being chased by an instance
of SCP-939 and need through, however they will need to provide identification after they are safe
2. Excluded personnel will show a badge of their department.
3. Excluded personnel will only be forced to show ID when it has been established that said groups have been compromised.
4. Should someone refuse to ID they are to be called in over radio and then detained.
5. During Lockdowns, ALL checkpoints are to be manned.
6. When you leave a checkpoint post, make certain that the checkpoint is unlocked.
Heavy Containment Zone
1. While in the HCZ, TRT is to be considered one rank higher than all else (with the exception of MTF).
-The only exception to this should be if the their orders violate the AOCs or RaRs.
2. SOC of other branches enter the HCZ alone, provided they have a valid reason.
3. Valid reasoning for entering the HCZ is to be determined by the highest ranking available TRT.
4. Security Warrants/SFC and below may ONLY enter the HCZ should they:
-Have an emergency
-Be requested by STF
-Be enroute to a training or SIM taking place in the HCZ
5. It is TRT's responsibility to maintain containment of SCPs housed in the HCZ.
6. An SCP from the LCZ entering the HCZ is a valid reason for any LCZ personnel to enter Heavy Containment.
Light Containment Zone
1. It is General Security's responsibility to maintain containment of SCPs housed in the LCZ.
2. TRT is to be expected to assist GenSec in recontainment, but is not their sole responsibility and should not take precedence over their own duties.
3. General Security is to respond to whatever the most pressing situation is, importance from top to bottom is as follows:
-Facility raids
-Keter level SCP breaches that TRT requires assistance with
-Euclid or Safe Class SCP breaches
-Class-D Breaches
4. The Applicant Area is only to be opened by SOC personnel.
5. The LCZ houses D-Block, and such, it is General Security's responsibility to maintain it.
Chain of Command
1. SOC Personnel may only train up to two ranks below their own unless permitted by their branch leader.
2. You may arrest up to one rank above you for violations of AOCs or RaRs.
3. Bring complaints or ideas UP the chain of command unless you believe you are not being heard.
4. You are required to listen to your superiors unless you believe they are asking you to violate the AOCs or RaRs.
Surface
1. Surface patrols may be organized by Security Warrants and above, or by any lower rank granted they have permission from their branches SOC.
2. This may only be bypassed granted there is an OBVIOUS VALID REASON.
3. When on surface, there should be no less than 3 personnel patrolling.
4. Surface patrols are to be assigned a team lead and a call-sign.
-(I.E. "Alpha Actual" would be the team lead, and "Alpha 1-X" Would be team members)
5. When preparing to patrol surface, personnel should be provided a medium to long range firearm from the armory.
