In detail, these enhancements would be spread across the entire body, however not major, mostly not covering the skin and more supporting bodily functions as well as bone and muscle integrity

Canon Reason: During a canon 457 test at Area-XYZ, Black suffered heavy 4th-degree burns and had to be transferred offsite for medical recovery. At the time, Black was an SSO close to becoming Sergeant, and already had experience in the Medical branch. Currently, Black is in STF. I would like to imagine that Black originally only had enhancements to keep him alive and able to operate in regular activity. However, now that he’s been in SID, HRT, TRT, and now STF, I believe that his cybernetic enhancements have been improved due to this.

The math part:

Due to the cybernetic enhancements, I believe that Black should get a bonus to Strength and Charisma, as his appearance is nightmarish and easily intimidating, as well as his improved cybernetic enhancements overall improving his physical strength. +15 to strength on top of STF strength bonus and +20 to charisma on top of STF bonus.

Now the downsides. Due to his trauma, I believe that Black should have a decreased bonus in terms of dealing with some memetic hazards, and goes into a PTSD-induced shock when confronted with fire, meaning that he will both never be able to be a fire specialist as well as unable to help his team whenever fire is being used. -10 to memetic resistance. 

I'm not terribly familiar with standard practice of evening out the goods and bads, so if a better proposal is offered I will consider it and most likely take it.
