Event Type: Passive, could be combat
Story: a man 5,6, Black skin color, Brown eyes, Black hair, has a slight rasp to his voice, is wearing a black and white striped referee outfit. - There isnt much backstory behind him, He does not have a name and will only respond to "Ref" or "Referee"- He will summon around a group of people every now and then when something rude, mean, unfair, based, or derogative- His ability's consist of Teleportation, Invincibility, Manipulation of human minds [ anything he says you will do EX; He says you're out of the game = you will leave the area and can come back in 2 mins] and omnipresence's- The 'Ref' doesn't know where he came from nor does he have a backstory- He remembers everything that happens to him.
Groups of Focus: SID, GenSec, MTF, Research, D class, everything, Everyone, mabye some SCP's
Event Style: Uncontainable UA
